William J. Rugal

William J. Rugal, affectionately known as "Billy Brooms" suddenly passed away on July 17, 2023 at home. Born on May 2, 1957 to Mary T. (nee: McSorley) and the late John G. Rugal. If you knew Billy you know he had the biggest heart and has been a fixture in his South Philly neighborhood for many years. He was always there to help lend a hand to anyone in need, be it cleaning your front, pulling weeds, sweeping alleys, shoveling snow, carrying groceries and much more. He was well liked by all who knew him and will be sorely missed in the neighborhood. If you heard the shopping cart or the broom and shovel you knew he was close by helping keep our streets clean and Billy was never prouder than when he received an award from the City of Philadelphia for doing what he loved to do. His best friend was his Mom, they were inseparable, they enjoyed taking walks together, going to mass on Saturday afternoon and there was nothing Billy wouldnt do for her. He was the loving brother of Frances, John and Michael Rugal and he will be dearly missed by his many cousins, good friends, and his South Philly neighbors. Relatives and friends are invited to his Viewing on Tuesday, July 25, 2023 from 8:30-10:30am in Our Lady of Mount Carmel Church. Funeral Mass 10:30am. Burial will be held in SS Peter and Paul Cemetery. Donations in his memory would be greatly appreciated to assist with Billys funeral expenses and may be made directly to the Murphy Ruffenach, Brian W. Donnelly Funeral Home.
